When you have 310 million people in 50 states scattered over 2 million sq miles, there is no such thing as a small gov't no matter how much you limit its duties.

Small, and "small government" have different meanings. One meaning of "small government" is a government with limited duties and powers. A minimal government over a nation of 300 million people, would have a lot more employees and spend a lot more money, than a totalitarian government over 50,000. But in an important sense the former government would still be smaller.

Smaller government can mean.

1 - Fewer duties and limited powers.

2 - Fewer employees

3 - Less spending

or a combination, but it doesn't have to be a combination, you can have governments be bigger in some ways and smaller in others.
