Small, and "small government" have different meanings. One meaning of "small government" is a government with limited duties and powers. A minimal government over a nation of 300 million people, would have a lot more employees and spend a lot more money, than a totalitarian government over 50,000. But in an important sense the former government would still be smaller

Of course there are all kinds of nuances when it people say they want small gov't. However, over the years, its become clear that proponents of small gov't only want the gov't to do what they want it to do......and that's not necessarily what's in the best of the general population.

That is the heart of the issue and the two sides will never find agreement because each side is coming from a very different place.
