By 'government' do you mean the burden falls to the American TAXPAYER to pay for BP's polluting?

No. Governments have a penchant for taxing and fining those they deem wrong doers. You are odd.

Further bolsters my argument. BP is responsible and it gives the government the power to act. This government has sat on its hands for 50 days. Obama and his administration has failed this challenge. Next.
