He appointed Salazar to head DOI
Salazar appointed Baca(former BP exec) as 2nd in command of the MMS
MMS waived everything(EIS etc) for BP when they approved the well AFTER all the above appointments

How is this NOT Obama's fault?

Doesn't excuse him for all problems, but some things were well out of control before he could even know of the potential problems.
How is one person supposed to walk up and assess and triage a sixty car train filled with refugees crashing into a chemical train outside the orphanage and fireworks factory uphill from the town's only fresh water supply in five minutes when every one you've hired to assist is the devil in disguise?
