Whatever the actual cause(s), the EIS was not going to prescribe specific drilling and completion procedures for the well. So an EIS would likely not have prevented or mitigated anything here.

But given the political fallout over the lack of an EIS here, you can bet they will require them on future wells, and may even take a look at things like this. Again, however, an EIS is just an informational document, it usually does not require anything.
