Ron, just another view...
I think if you put scripture references or not is in part determined by the Holy Spirit in us when witnessing.

I lead allot of street witnessing programs years ago when I didn't have kids and in general let the Holy Spirit guide my witnessing at work,play or anything else.

True some people are truned off and don't hear you when you use the
book and verse references. But, for others it helps when they find out the exact place that God's Word says something.

The Word doesn't return void so the book references couldn't hurt, but
the Holy Spirit knows what the person is ready for.

One time at a local biker and drug handout two of us were dressed to blend in but we were witnessing and handing out tracks.
I handed one biker a tract while he was leaving. He looked at it and said "what do I need this for?" He trashed it.
My response was "God loves you". I was going to leave it at that when the Holy Spirit said give him a particular tract I rarely hand out.

It's a tract that has the fires of Hell on it.....not really a way I like to witness. I said goodbye and gave him that tract.
To my surprise he said " I'll think I'll read this one".
Although the outside is Hell. The inside is a very non religious approach to God and His Son and how Jesus paid the price and Hell was never created for us anyway.
The Biker was ready but, he wasn't ready to here anything else but this message. I could tell by his appearance that he later found
God. Not then since a knew he wasn't ready to discuss it anymore.

It all depends on the person...what may turn us off may light them up.
