I'm not an immigration lawyer, but I do know that employers are required by law to verify immigration status in terms of eligibility to work on the part of employees.

Persons employed here illegally cannot claim future lost earnings by American standards if they are injured.

Anti-discrimination laws apply regardless of legal status. e .g., sex harassment.

As to your question, I think those in the Obama administration who are unwilling to enforce our immigration laws and who tolerate the nonsense from Mexico's President are the prime aiders and abettors.

Bush fell down on the immigration front as well.

The truth is we simply cannot afford so many illegal immigrants. Unfortunately, so many are Mexicans with limited skills and resources who are really a drain on taxpayer dollars. This does not make immigration a "Mexican" issue. However, with a limited number of legal spots for immigration, we should at least have some say as to whether immigrants will be productive, or at least self-sustaining, if admitted.

Just because Mexico abuts the U.S. is no reason for Mexicans to be allowed to jump the line routinely. Where is the fairness in that? Besides, our porous borders invite terrorist entry.

Bottom line: to me, immigration is a legal, security and economic issue, not a civil rights issue. I expect our politicians to enforce our laws instead of withholding enforcement to further a political agenda.
