Why not tax gas? We do already. I suggested taxing oil imports in order to discourage them and encourage domestic production. Since you identified the trade imbalance as a problem, such a tax would address that problem directly. There wasn't central planning in the USSR. It was an oligarchy......a corrupt one. There was central planning in the USSR. Everything was planned centrally. It didn't work. There is some central planning in China and its a highly successful capitalist economy. It isn't at all like the old days.
