I think this judge should be reprimanded

If he owns stock that would call into question his ruling, then he should not have taken the case.

I agree with his ruling though. It is foolishness to cut all drilling for 6 months because of this BP negligence. Perhaps cut the deep stuff or be strict on compliance to ensure necessary precautions/continingency plans are in place but to ban all drilling for 6 months is not needed or best for the country.
