You are aware that various employers are currently pushing for increased farm labor sources because they don't think there is currently enough? And this is before your "vastly reduced" from current levels. Slight disconnect here somewhere. Thats the problem. One side of this issue thinks the current numbers are too low, while a different POV thinks they are "vastly" too high. How do you expect to resolve this? No, the numbers would be vastly reduced. The guest workers would only be allowed in the numbers that are needed, and sanctioned by employers before immigration occurs
