20 billion is cheap, the total damage is a lot higher. Also, the 20 billion goes to the government, not straight to the victims as it usually does. You can be sure the politicians will skim millions off of the 20 billion. Also Obama won't force them to cap the well, in fact BP is drilling several "relief wells". So BP can keep drawing oil from this well. What he should do is force them to drill several shallow wells around the head, fill the holes with explosives, and implode the well with the explosives. Even Clinton said it could be done.
