You would think there would be a way to calculate that based on the pipe diameter and length vs. the viscosity of the fluid (avg. gas and oil). Anyway, I bet the government opens the valves to measure the flow rate once and for all so that they can bill BP for the mess. It sounds like the pressure is not as high as expected and if so, the surprise may be that the flow rate is not as great as the "up to" advertised numbers.
