It will NEVER be addressed. Not while the system continues to support them on the basis of contractual obligation. How do you break such a contract anyway?

We can fix it for the future, but you have guys like John Fowler and SilentZ defending the existence of government pensions because corporate execs also reward themselves with golden parachutes, etc.
