I have a friend who is an Independent PR Contractor (for small developing micro-caps) and he maintains that NASDAQ numbers (volumes) reflect both sides of the sale. His "distribution of material" for a stock he is PR'ing usually invigorates the share volume and price. His "volume watching" is an internal benchmark to determine his productivity, so I figured his knowledge on the volume matter was accurate. Still I had my doubts.

After reading the Forbes article I can see that it is not that simple.

Some of the information in the article gave me the shivers. Specifically the info on monthly volume averages as pertaining to a percentage of allowable insider sales. Also the "wrist slapping" punishment administered to the market-makers for violations seemed
meager to say the least.

The anecdotal references to managers curious about their stock volume says quite a lot. That is "if" you are knowledgeable about certain features of the system you can flourish, if naive you can be ground into dust.
