the existing visa programs require payment of the prevailing wage so as not to undercut the local labor. in some areas, the foreigners only comprise 10% of the farm workers because of this protection. the business interests obviously want to replace the program with something tilted in their favor.

They should get that and medical bennies while they're legally in country (paid by the employer). No kids allowed. And when they're down, vamos!! Maybe microchip 'em (since it's voluntary to be here), and confirm their identity on the way out.
