to paraphrase I would not trust the american [Chinese] banking system for anything. The official advice from our national bank about how to do business in USA [China], indicates that there are serious problems with processes. If the processes don't work, you cannot assume that things are worth the numbers that are specified. On the other hand, I guess this is how the USA [Chinese] government can ensure stability: If it is a problem that people sell X, they can prevent that process from happening smoothly.
