I don't think so since they will be using the proceeds of the toxic stuff - however diminished they may be - to buy Treasuries.

They get USD in proceeds and use them to buy Treasuries. What does that do? Prop up the Treasuries markets a bit and gives the Fed some income.

Perhaps they see some USD weakness coming along so this is a way to prop up the bucko.

My take is that the decision does very little.
