No way its remotely close to that. Maybe only the 3% are practically insane, but many others don't really make sense when you consider all their costs and the extra intrusiveness involved with them. We could probably get rid of at least 10% to a quarter of our regulations with no severe gross negative effect (in other words not even considering the cost, and the decrease in freedom, and addition of complexity, the regulation does no good), and probably over half, maybe well over, aren't net positives when you consider all the costs.

And as we add more the percentage that makes sense goes down more and more, we've hit most of the low hanging fruit, all you have left is the more and more questionable areas for the government to get involved in.
