If the depreciation changes effect essentially all business investments than they aren't "targeted" in the way I'm using the term. A "targeted" example of them would be say if the government wanted to encourage solar power so they allowed immediate expending of all investment in solar power by businesses. "Untargeted" would be to apply the same idea to all business investment (or to reduce the business tax rates, or whatever, as long as it isn't targeted on a specific industry, group, or activity).
