Because America's CEO's are hiding under the bed and whining for a return to the Bush-Cheney days when they didn't have to play by any rules.

Eventually a few bold managers should step up and seize the opportunities that the other little crybabies don't have the balls to pursue at the bottom of the business cycle.

until we change the rules that encourage offshore hiring , the job market, even in the tech sector, will lag.

Apparently, cloud computing is hot....why isn't there more hiring?

The tech companies are stockpiling cash... employees cost cash. Maybe it's fear of a double dip recession.

BTW, how many double dip recessions have there been? In my 60 years I think there was one... but I couldn't even guarantee that. But it's got a good ring (and fear element to it).... "double dip recession".
