If you trusted them to vote for politicians who would support balanced budgets (or at least restrained deficit spending, avoiding very problematic deficits), then you wouldn't see the need for a balanced budget amendment.

Voters don't sign bills in Congress. Congress-critters do that.

And the congress critters are elected by voters.

Either you don't trust the people to vote in the right way in other words you don't trust the voters intentions; or you don't trust the votes to have an impact, meaning you don't trust the voters effectiveness. One way or another you have a mistrust in the voters on some level, at least on this issue.
