Immigration could be 90% fixed by a sensible guest worker program tomorrow. But it won't get past the shrieking ideologues who believe that economics can be overcome by fences.

Without enforcement (preferably mostly against employers..) I really doubt it would work to the 90% level. Illegal labor has moved well beyond farm labor and into direct competition for jobs that Americans used to do and would still do if they were paid adequate wages. I don't begrudge a guy who comes from Chiapas to work here..., he's making a logic economic choice. And I believe he would be a harder worker than many Americans but you are killing the job prospects for many unskilled and semi-skilled Americans.
