Since no government in US history has ever been willing or able to enforce employer sanctions on a significant scale, I would bet that it's probably not the most viable public policy option we could come up with.

I would rephrase that to no government in US history has chosen to enforce employer sanctions on a significant scale.

Immigration laws (targeted against immigrants themselves..) were pretty rigorous and effective from the 30s to the 60s when the political winds allowed them lapse.
