Yes and school kids would be required to visit the smoker hospitals once a year from grades 1 through 6 on some guise like "read to the sick people" who can barely breath... And then we can take them to the ER of the local hospital to show them accident victims resulting from speeding, fighting, and other assorted accidents. And a trip to the morgue should be mandatory to really drive home the point of what happens if you break the rules. You don't sound like a Libertarian to me.
