Majority sure, not but vast majority is stretching it. Also "do something" does not equal "have the federal government spend a lot of money on fiscal stimulus". Others argued for temporary tax cuts, "permanent" tax cuts, monetary action over fiscal action, changes in regulation, etc. Its not just a "not free from dissent" thing, its major active fundamental disagreement, with multiple ideas, not just a couple of opposing factions. There is no consensus here.
