David, I went back and re-read RB's report of his visit to the Internet Passport facilities in Atlanta. In that report he mentioned the special cable connections IP has with the following companies: Metro Fiber Systems mfsdatanet.com
and Wiltel twc.com

RB mentioned that both companies were owned by WorldCom. After a quick check it looks like Metro Fiber Systems is owned by WorldCom and WilTel is owned by Williams Company. I can't help but think that these tow companies might be clues to the identity of Franklin's global partner. Just thought I would share that with you as a possible line of investigation. According to RB's report we got an awful lot when Franklin purchased IP. Maybe we got a global partner as well. Bill
