In all my years of teaching Paul there was not one teacher who made it to TENURE if they were poor. They were supervised by department chairpersons . They had annual evaluations by the principal.. I just don't know how a school system could do any better. I don't know where you are coming from other than to think that all teachers have to be as good as George Bush or better. Or pick another great Republican... I have no one to make a comparison to for you.
