Mr. Johnson,
I may be wrong but I believe your analysis is incorrect. The TA does not receive any requests unless they go through the DTC. It is not the DTC's responsibility to get certified shares from the MM's, it is your broker's. The DTC is only a holding facility for that which is real. When the DTC is out of shares they have no more responsiblity. That is why we have to pressure our brokers, because they are the ones who have sold us non-existing shares and they are the ones responsible for going to the mm's and getting real shares.
