I'm sure your statistical observation is correct, and that black and Hispanic people are both more likely to pay no federal income taxes and to make use of government services such as Medicaid or Foodstamps.

But stipulating that this is the case, why is it important? The idea of having a social contract is that the better off contribute toward assisting the less fortunate. You make it sound as though your concept of the ideal situation would be one in which everyone pays just as much in taxes as they receive in services.
