Any victimless crime prisoners could reasonably be called political, I'll grant you that: <whether they are political is a matter of interpretation>

Rubbish: <Japan does sniff panties, and institutionalize such > Japan doesn't have nostrils. People do. Almost nobody in Japan buys used pants. Your generalizations are going silly. What is it with you and used pants? Come on now, fess up. Surely there is something better and more common that you can denigrate.

Eat horse in USA? Really? I know they do in Belgium and I can say it's delicious. Whale is probably quite edible too. Dog I have no idea about but judging by the fact that most carnivores don't eat carnivores, I suspect it's not particularly edible, but having seen what is called "food" in China, I can understand that wandering dogs could find themselves in a tucker bag in such a dog eat dog country, which was the actual point of my previous post.

Whale is quite good as a food source since they are found wild in the oceans, leaving land for crops which horses, dogs and other mammals displace.

China executes people enthusiastically and also punishes the slightest hint of unapproved behaviour, so it's not surprising that fewer people go on to crime wave activities leading to prison as adults. The USA has got more serious about punishment in recent decades so the crime rate has declined.

China generally seems a non-hostile pleasant place [air pollution and other issues notwithstanding]. The Chinese man in the street doesn't appear to have much of an authoritarian or violent streak, for the most part, by and large with plenty of exceptions sufficient to "keep order".

usa has more prisoners than china does

Probably wouldn't if the US implemented capital punishment for drug dealers, as they do in China. There are many things I applaud China for, and this is one of them.

japan does sniff panties, and institutionalize such

You have a problem with sniffing panties?.. ;0) Heck, if she were cute enough, I would use them as a soup base.. ;0)

But this Japanese fellow has probably become overly obsessed with this particular piece of lingerie.. ;0)

And compared to the Chinese "crush" fetish, it's rather tame:
