I said that you can't force a Congress to appropriate what it doesn't want to. And that no legislature can BIND another one (they can always pass their own changes to laws). As far as S.S. goes --- it's trust account has been RAIDED by politicians for, oh... about the last 30 years or so to REDUCE the reportable size of our government's annual budget deficits --- not yet to INCREASE those deficits. (That isn't scheduled to happen until the system starts taking in less in current FICA taxes then it has going out in current FICA benefits... not slated to happen for a few years yet.) So... Do you finally get it? It has been reducing the size of budget deficits that Presidents since Reagan have been reporting. NOT 'increasing' them. (At least... not yet.)
