How many $billions come from criminal activities?

Yes, as with Mexico, that is ultimately the problem. Economic interests, even if criminal, can create governmental instability when they're goals are not aligned.

But it must be done to preserve public order and underpin the credibility of the government to represent the people's interest in a stable and law-abiding society.

Not taking on these gangs is how democratic institutions are undermined and collapsed.

Anyone who dares to oppose these criminal organizations become intimidated and afraid.
