Why do you think that ATP will be excluded from permits? I am not sure if it is propaganda, but is sounds like their platform technology is state of the art and much more redundant that that of BP or others.

The only factors conclusively working in favor of ATPG at present are higher oil prices and firm natty prices for North Sea producers. The company claims its insurance is in full force with manageable costs but the drilling permit problem is a moving target. The spill containment solution seems to be the Exxon-Chevron-Conoco-Shell effort.
