I find this to be the most disturbing part of that article:

The Chinese Foreign Ministry is not in charge of relations with North Korea. Instead, the International Department of the Chinese Communist Party runs things, liaising with the ruling Korean Workers’ Party.

If the Chinese Foreign Ministry is engaged in a "turf war" with the Chinese Communist Party, anything it says via diplomatic channels cannot be relied upon.
