Because these systems are INTENDED for multiple users to design programs, execute them, run AGAIN and AGAIN into WRONG opcodes, debug these programs WITHOUT CRUSHING and REBOOTING the system, and eventually get results. "Simply deny execute privileges" is equivalent to turn these system OFF. For your info, computing is not limited to Web browsing for stock news and watching silly Java pictures, as you both seem to think...
