OK... if done correctly ... but if a mass of a group with tradeable citizenship arrive.. same problem is possible no ? Unless there is no voting in your model..

Problem to me seems to be common aspirations.. some come for a better life, integrate and add their culture to the mix.. others come culture fully intact, not wishing to compromise.. Just looking for a place where they are not shot at... everything else stays the same.. One group is desirable..

Yes the incentives are an issue.. but some come for opportunity and some for incentives...

hong kong is definitely a pay as you play arena

even with permanent abode papers, when one can no longer pay, the play stops, because no one else will pick up the tab

this is why hong kong must have unrestricted and absolute freedom to emigrate. usa has no such freedom, unnecessarily chaining the tax serfs to the field.

hamoon will understand more as we progress. it should prove to be hard and rude learning process
