Not likely, at least at the reward stage of the process. It seems to me, we have to look further back in the chain to find links that should not be connecting in the first place. I would start at the very beginning with the premise of representation as a specific sort of social contract. Who or what are you bound to represent as a representative? Are we even clear on the ethic of that issue? Presumably you are a representative because voters have lent their trust to you. If you can become a representative on the basis of bought influences then our system is flawed. Interference to proper representation (not well defined) ought to indicate corrective consequences. Once we have a proper and well grounded idea of what genuine representation looks like and what would constitute interference, and how to consequate violations, we could look at each link of the chain beyond that to determine safe guarding measures of protecting the integrity of process. JMO
