But standard setting is often a function of where a bright line can be drawn then where it ought to be. If you can't draw a bright line where it ought to be, then you have to settle for something else. I follow and appreciate what you have set out. Not sure how implementable it would be. Not likely, at least at the reward stage of the process. Not sure what you are getting at. Could you elaborate?
