One answer is massive automation. I have read Canada got a bit lazy on productivity when the Loonie was low. Even before the GST and PST things are expensive from my experience.

As the Central Canadian manufacturing sector becomes a rust belt, the political cry will be about all that Canadian oil in Alberta, demanding nationalization and a sharing of revenue across the country, making Canada a very high risk place to invest. BE FORWARNED
