Math lesson: (400-280)/280 * 100 = 43% A doubling would be 280 to 560 ppm.

But these guys don't care about the math. They just want something to justify their socialist views.

Even if correct, your 4% figure is irrelevant. Fossil fuel burning and deforestation is enough to tip the CO2 balance and drive the CO2 levels up by 2 ppm per annum. During past climate changes, e.g. the Cenozoic era, the CO2 levels were changing by 0.0001 ppm per annum. The rate of change of CO2 is driving climate change at unprecedented rates.
