I think he addressed that point with -

"How many would secede in disgust - even in the privacy of their own minds?"

If they go beyond just "in the privacy of their own minds" it would be a braver act. Unlikely to change the overall nature of the countries policies (you would need at least many thousands, possibly even millions seceding to do that), but it might extend the lives of some victims, or if things work out for the best prevent them from becoming victims at all (while probably causing the seceder to become a victim, moral courage can come at a high price)
