Yes, 5 over 30 years. Both gov'ts and companies don't plan for the 30 year or 100 year storm

5 over 30 years wouldn't be a 30 year storm, let alone a hundred, it would be more like a 6 year storm. If it happens about once every six years they probably should be prepared for it.


Why? Its only been in the last twenty years that these storms have been coming more frequently. Secondly, its too costly maintaining the staffing and equipment required for a big storm that only hits once every 6 years.

You guys are always harping on cost effectiveness in gov't but you can't seem to see the forest for the trees. I wonder if any of you have ever had to put together a sizable budget and then live within its parameters.
