That was FDR's quote: "It is our duty now .... if some fraction of our people—whether it be one-third or one-fifth or one-tenth—is ill-fed, ill-clothed, ill-housed, and insecure" Let's define poor as those who as those whose earnings are in the lowest ten percent of all earnings. Then let's create government programs to reduce poverty and redistribute income from the upper income to the poor. And then when those in the 11 percentile see the benefits of those just below them, that 10% will get a little larger, more redistribution...lather, rinse, repeat.
