Iraq is considerably closer to Israel, and Israel probably prefers to have the current situation than that of Saddam paying suicide bomber families and otherwise arranging attacks on Israel.

I wouldn't be so sure about that. Iran is a genuinely powerful force and an avowed enemy not only of Israel but also of all Sunnis. Its rise due to Saddam's fall is a genuinely Bad Thing for many interests, including Israel.

Can't use Stuxnet on a suicide bomber or a rocket.
