You mean the airlines would just sit on the ground and merrily go bankrupt? I think not.

I know what the present Ops Manuals say. I was merely pointing out that if the FAA had a significant Y2K problem, they would relax rules prior to taking the heat for the public not being able to travel.

Also, I beg to differ with you about flight crews and passengers. Sure, there'd be an initial stink relating to compromising safety, just as there was after Reagan fired the controllers. However, pretty soon people would make the point that separation was always the pilot's responsibility, not ATC's, and that therefore nothing's changed (I grant you that this may not be the ideal system). But I do believe that in a TCAS world, the planes are probably safer than they were right after a whole set of new controllers were in place. And in any event the car trip to the airport would still be a GREAT deal riskier than the flight itself.
