Yes, but when buried, the city does not pick up the whole cost........private businesses share in that cost as well. However, if the city buys the extra equipment, then only the city carries the load.

So what? If the total cost is much higher for not being able to dig out, it would be better to reduce it by having the equipment available.

Also to the extent private business really does take a hit, so does the government, lower sales means lower sales tax, lower profits mean lower income tax on the businesses (and if severe enough smaller payrolls and thus lower taxes from individuals as well).

Its a softer hit if its a hit at all. Most businesses tend to make the business they lost during snow days.

"Once every six years is a pretty common event."

Not when you are doing a budget. Its considered an extraordinary item.

That's just silly. Nothing extraordinary about it at all.

Yes, it is. Ordinary items are those that are expected to happen every year. Once every six years if that......are extraordinary.

It wouldn't be a big problem for the private sector but it is for cities. They just don't have the flexibility with staffing and that creates a budgeting problem.

They don't have the flexibility because of their own decisions. They are still to blame for those decisions. There is no reason they couldn't have the flexibility, they just agreed not to have it.

That's right......their citizens decided it was not in the best interest of the city to act like a heartless corp. I am sure that pisses you off to no end.
