If a law is declared unconstitutional, it means that the government has passed a law for which it wasn't given power in the Constitution.


I think my queries on the Amendment Process are done. My next point is "How many young voters know this process?"

Assume 2/3 Congress signs, 38 states sign, President does not veto.

Excellent Point! Conceptually the government has no rights the Constitution doesn't grant it.
