We talked to the proprietors of one of them and they mentioned how the inspectors dinged them for little things like keeping the soy sauce at a few degrees above regulation. To be sure, these places would never be mistaken for five-star celebrity hangouts. But some of the best ethnic food can be found in holes-in-the-wall.
