A large cost in terms of dollars and resources. If the reduction is to be very large and fairly quick, then its not just a large cost but a massive, perhaps even disastrous cost. (For things like an 80% reduction over the next several decades that Obama is pushing, not for nibbling around the edges, and gradually cutting back, which is affordable, the cost is still real, but it can reasonably be paid if there is the perception that the benefits will exceed the cost)
