There certainly would have to be some degree of fragmentation by Apple, stripping out features of the low end model, but controlled fragmentation by a single source. Let me give you one small example of Android fragmentation. I can run an FDA approved radiology application on my iPad. That application's use obviously requires FDA testing and approval of the device, resolution, fidelity, etc.. That testing and certification would be required on every single variation of Android tablets. That's fragmentation.
